Chinese Football Association Announces Interim Provisions on the management of naturalized players

Xinhua News Agency, Beijing, March 29 (reporter Xiao Shiyao, Public soldiers) the Chinese Football Association published the Interim Provisions on the administration of naturalized players of the Chinese Football Association (hereinafter referred to as the regulations) on its official website on the 29th, to further standardize the transfer, registration, competition and follow-up service and management of naturalized players.

The regulations collectively refer to players who are in the process of or have completed the formalities of nationality citizenship of the People’s Republic of China as naturalized players. Players applying for citizenship should declare to the Chinese Football Association and be included in unified management.

For naturalized players, the regulations distinguish the players applying for citizenship according to whether they have obtained the citizenship certificate of the People’s Republic of China (hereinafter referred to as the citizenship certificate) and People’s Republic of China passport (hereinafter referred to as the passport).

Only a naturalized player who has obtained both the certificate of citizenship and passport can handle international or domestic transfer procedures according to the nationality of the People’s Republic of China. Otherwise, international and domestic transfer procedures will be handled according to the original nationality.

The regulations indicate that players are not allowed to transfer or lease to other domestic clubs during the season when they apply for or have completed the citizenship formalities of the People’s Republic of China, and it is not allowed to transfer from domestic clubs or lease to foreign clubs before transferring or renting to domestic clubs in the current season.

According to the regulations, the registered nationality is a naturalized player of the People’s Republic of China, who occupies the transfer and registration quota of domestic players in the club this season, sign up as a domestic player to participate in the official competition hosted by China Football Association. A naturalized player whose nationality is the original nationality at the time of registration. The player occupies the transfer and registration quota of foreign aid of the club this season, and the player participates in the official competition as a foreign player.

The regulations allow the naturalized players who have obtained the citizenship certificate but have not obtained the passport to register the nationality information. After the registration is completed, the player will obtain a passport and make up the registration. It will occupy the transfer and registration quota of domestic players in the club this season and obtain the formal qualification of the Chinese Football Association. The naturalized players who are lack of registration are not allowed to participate in the official competition held by the Chinese Football Association before completing the filling of nationality information.

In addition, the naturalized player can only sign up for the official competition hosted by the Chinese Football Association as a player (foreign player or domestic player) within one season, and the player status cannot be changed during the season.

The total salary of the club to which the naturalized player belongs shall include the salary of the naturalized player, and other expenses such as the recruitment Adjustment Fee of the naturalized player shall be in accordance with the relevant management regulations, notice, the regulations on domestic players in the document shall be implemented.
