UN International Conference on Disaster Risk Management using space-based technology held in Beijing

Guo-Guang Zheng also put forward suggestions on improving the service capability and efficiency of satellite emergency monitoring, strengthening disaster risk monitoring, and using space-based technology to provide solutions for disaster reduction target monitoring in various countries.

This meeting is the eighth annual meeting held by UN-SPIDER Beijing office since 2011. The theme of the meeting is “strengthening effective emergency response for disaster preparedness”. Representatives, experts and scholars from relevant national government departments, international and regional organizations, scientific research institutions attended the meeting.

The 2022 Beijing Winter Olympics is a major landmark activity at an important historical node in China. The success of the Winter Olympics cannot be achieved without the vigorous development of ice and snow sports. In recent years, China has made great achievements in promoting ice and snow sports, but compared with the world’s ice and snow powers, there are still some problems such as low competitive level, low mass participation, weak industrial foundation, etc, the development task is arduous and arduous. In order to prepare for the Beijing Winter Olympics and the Winter Paralympic Games and vigorously develop the ice and snow sports, the following opinions are hereby put forward.

I. General requirements

(I) guiding ideology. Guided by Xi Jinping’s thought of socialism with Chinese characteristics in the new era, we will fully implement the spirit of the second and third plenary sessions of the 19th CPC National Congress and the 19th CPC Central Committee, closely focus on promoting the overall layout and coordination of the “five in one”, promote the strategic layout of the “four comprehensive”, adhere to the people-centered development thought, firmly establish the new development concept, innovate the system and mechanism, clear the task of preparing for war, popularize the ice and snow sports, develop the ice and snow industry, implement the guarantee of conditions, and strive to realize the leapfrog development of China’s ice and snow sports.

(Ii) Basic Principles

-adhere to the leadership of the party. Give full play to the leading core role of the party in taking charge of the overall situation and coordinating all parties, comprehensively strengthen the party’s leadership over the development of ice and snow sports, firmly grasp the correct direction of development, and run the party’s construction throughout the whole process of work.

— Insist on reform and innovation. Accelerate the pace of reform, update the development concept, transform government functions, innovate service methods, create a good environment, and build up and down connection, horizontal connection, effective operation, the development pattern of ice and snow sports with the participation of the whole society.

— Stick to problem orientation. Identify outstanding problems, strengthen weak links, clarify goals and requirements, improve working methods, concentrate on tackling key problems, break through one by one, and effectively solve the bottleneck problems that restrict the development of ice and snow sports.

— Insist on overall planning and promotion. Pay attention to the current situation, give consideration to the long term, adjust measures to local conditions, make overall plans and coordinate, and comprehensively improve the development level of ice and snow sports.

(3) main objectives. Strive to make the overall development of ice and snow sports in our country more balanced by 2022, with a significant increase in popularity, a substantial increase in the number of participants, and a wider influence of ice and snow sports; The competitive level of ice and snow sports has been significantly improved, in the 2022 Beijing Winter Olympics, the whole project participated in the competition. II. Make every effort to promote the preparations for the Beijing Winter Olympics and the Winter Paralympic Games

(IV) deepen the reform of the preparation system. Promote the reform of national single ice and snow sports association to better play the role of the association. Cross-border cross-item selection will be implemented to open up training channels for reserve talents of ice and snow sports and other sports projects. Explore various formation modes of the national team, deepen the reform of the training and management system of the national team, implement flat management, improve the open, transparent, competitive and orderly selection procedures, and improve the efficiency of the preparation work. Reform the management system of ice and snow events, give full play to the guiding role of comprehensive games, and mobilize the enthusiasm of the military to participate in the preparation and development of ice and snow sports.

(V) strengthen the preparation and guarantee work. Vigorously promote the key research of “science and technology Winter Olympics”, promote the opening of “green channel” for training and preparation equipment and construction project procurement for Beijing Winter Olympics and Winter Paralympic Games, optimize procurement procedures, improve procurement efficiency, improve medical rehabilitation, technical and tactical training, equipment and equipment and other aspects of the preparation level. Improve the incentive mechanism, study and formulate policies in terms of athletes’ cultural education and retirement resettlement that conform to the characteristics of ice and snow sports, ensure the treatment of athletes, coaches and related personnel, and fully mobilize the majority of athletes, coaches and related personnel prepare for the enthusiasm to solve their worries.

(VI) close international exchanges and cooperation. Strengthen cooperation and exchanges with the International Olympic Committee, the International Paralympic Committee, the International Organization of ice and snow sports, and the sports department of ice and snow power. III. Vigorously popularize mass ice and snow sports

(VIII) improve mass ice and snow organizations. Give full play to the role of sports associations at all levels, ice and snow sports associations and other social organizations, and organize and guide the masses to participate extensively in ice and snow sports. Expand the team of social sports instructors for ice and snow sports and support social forces to set up training institutions for ice and snow sports.

Support all regions to strengthen the construction of public skating center, outdoor skating rink, ski resort, comprehensive ice and snow sports center and other venues in combination with natural environment, climate conditions, social needs and other factors, and to provide barrier-free facilities. (10) enrich the snow and ice activities of the masses. Vigorously carry out ice and snow sports into the organs, into the campus, into the Army, into the factories and mines, into the countryside, into the community, into the family and other activities, encourage all regions to rely on local natural and cultural resources, develop in various forms, the ice and snow fitness program that people like to see and promote national folk ice and snow programs. Actively guide social forces to hold amateur ice and snow events and strive to create mass ice and snow boutique events. In-depth implementation of the strategy of “South exhibition, West expansion and eastward development” of ice and snow sports, promote the expansion of ice and snow sports to four seasons, and strive to achieve the goal of driving 0.3 billion people to participate in ice and snow sports.

IV. Carry out youth ice and snow sports extensively

Encourage the development of winter camp activities with the theme of ice and snow sports, establish and improve the U series competition system of Ice and Snow projects, and organize national youth ice and snow competitions. Promote the national primary and secondary schools to incorporate ice and snow sports knowledge education into the teaching content of physical education in schools, and formulate and implement ice and snow sports teaching plans. Encourage primary and secondary schools to purchase and use popular ice and snow equipment with high safety factor and good training effect, and cooperate with ice and snow venues or ice and snow clubs to promote the popularization and development of youth ice and snow sports. V. Accelerate the development of ice and snow industry

(XIV) actively cultivate market subjects. Implement brand strategy, promote the establishment of a batch of ice and snow industry agglomeration areas with large industrial scale, and develop a batch of ice and snow industry enterprises with high popularity and influence and strong market competitiveness, build a batch of compound ice and snow tourism bases and ice and snow sports centers.

Vi. Strengthen organization and implementation

(18) strengthen departmental linkage. All relevant departments should strengthen overall planning and coordination, timely communicate the situation and cooperate closely.
